Can I reach conversational fluency with only 20 minutes a day?

I'm a busy professional working full-time, and I’m worried that 20 minutes of daily Amharic study isn't enough to make actual progress. I’ve been using apps, but I feel like I'm not outputting anything useful. Should I ditch the apps for a more focused approach, or is there a way to optimize these short windows to actually gain speaking confidence?
